-CalCom Report: For a period between 3/14/2017 and 3/28/2017 the police department received 495 calls for service.

-Police Arrests:  During the period of 3/14/2017 thru 3/28/2017 the Sauk Village Police Department had a total of 36 arrests.     

-Cases of Note:

On 3/19/2017 Sauk Village Police was called to assist the ambulance on the 2000 block of 281th St. for an unresponsive baby. Upon arrival the 2 1/2 month old baby was not breathing and rushed to the hospital.   Due to the nature of this incident DCFS was contacted along with the SVPD Detectives.  An autopsy was conducted and was deemed inconclusive pending toxicology results.

On 3/23/2017 Sauk Village Police were called to Tony's Food and Liquor for a report of shots fired.  Upon arriving the Officers found the Victim, Offenders and Witnesses have all fled the scene.  Through investigative means the Officers were able to identify the Offender who were known to the department and later apprehended and charged with reckless discharge of a firearm.

On 3/24/2017 Sauk Village Police were called to the 21700 block of Peterson Ave. for a call of shots fired. Upon arriving Officers found the Victim, Offenders and witnesses all fled the area.  No one in the area wanted to cooperate with the police.

-Mentoring Program: Officer Josh Morris with the assistance of the Bloom Trail High School Truancy Officer Kim Kracik and the support of the Sauk Village Police Department have created a mentoring program for 12 to 17 year old boys which will be held at GRACE UNITED CHURCH OF CHRIST, 2500 E. 223rd St., Sauk Village, IL.  The mentoring program will begin on April 8th thru May 13th from 4pm to 6pm and will focus on respect for self and others, work ethics learning and self-growth, roles and relationships and drill movements and positions.  Flyers about the program will be on the back table for more information.

-CalCom Report: For a period between 2/28/2017 and 3/14/2017 the police department received 540 calls for service.

-Police Service Case Summary:  During the period of 2/28/2017 thru 3/14/2017 the Sauk Village Police Department had a total of 23 arrests.     

-Cases of Note:

On 3/10/2017 Sauk Village Police along with the South Suburban Emergency Response Team (SSERT) executed a search warrant on the 1800 blk of East 218th Pl.  After SSERT secured the scene a search of the residence took place with K9 Falco.  Drug contraband was recovered and the individuals living in the residence were charged accordingly. 

-Letters: On March 2nd while I attended the Bloom Trail High School Safety Committee meeting I received four letters of appreciation from the Bloom Trail Truancy Officer.  The letters of appreciation were for the assistance provided to the Trauncy Officer by Sgt. Mieszczak, Officer Hufnagl, Officer White and Officer Morris.

-CalCom Report: For a period between 1/24/2016 and 2/28/2017 the police department received 1374 calls for service.

-Police Service Case Summary:  During the period of 1/24/2017 thru 2/28/2017 the Sauk Village Police Department had a total of 96 arrests.     

-Cases of Note:

On 2/17/2017 Sauk Village Police Department was invited to participate in a prostitution sting by the Lynwood Police Department.  The invitation came due to their participation in one of our stings several months ago.  Both departments were successful in securing several arrests on a variety of charges.

-People Engaged in Advancing Community Enrichment P.E.A.C.E. (in the South Suburbs):  On 2/21/2017 I met with Karen Fulton, Executive Director.  Ms. Fulton is a retired educator who has created the group PEACE for the South Suburbs.  The group's mission is to enrich the youth and families and create positive community change. 

As a side note the Case Coordinator/Social Worker for Rickover Junior High School had an introductory meeting with Ms. Fulton on the subject of Restorative Justice during the 2015-2016 school year.  The Social Worker for Rickover is planning on having future trainings within the district. 

We will be coordinating free training with the PEACE Group and the Police Department in the future.

-Police Service Case Summary:  During the period of 12/13/2016 thru 1/23/2017 the Sauk Village Police Department had a total of 78 arrests.     

-CalCom Report: For a period between 12/13/2016 and 1/24/2017 the police department received 1484 calls for service.

-Cases of Note:

On 12/29/2106 at approximately 2pm, 2 male/black subjects, both approximately 6 ft. entered the US Bank Branch located on the corner of Torrence Ave and Sauk Trail Rd., Sauk Village, IL.  Both subjects wore hats and masks and were armed with handguns.  The offenders demanded cash from the tellers and vaulted the counters to grab cash from the drawers.  Within a short time they were gone and fled in a waiting vehicle silver Chevy Impala s/b on Torrence from the area.  Officers responding to the scene canvassed the area with negative results.  The FBI was called to assist in the investigation.  The vehicle was later found on a side street in Dyer, Indiana burned out. This matter is being worked jointly with the FBI.  To date, the FBI is following up on several positive leads on this matter.

On 1/12/2017 at approximately 0700 hrs. a shooting occurred on the 21700 block of Peterson.  A male/black 29 year old victim was shot in a drive by shooting in front of his residence.  The offenders fled from the area south on Peterson. The victim was taken to St. Margaret hospital then transferred to Christ Hospital Trauma Center.  Due to the severity of the shooting the South Suburban Major Crimes Task Force has been activated.  The victim is still in the hospital in stable condition.

On 1/20/2017 the US Bank located on Sauk Trail and Torrence was robbed by a M/B late 20's. The offender took the money and fled the scene on foot. The officers responding located a subject matching the description in the area of Sauk Trail and Orion.  A show up of the offender was conducted and a positive ID was made of the offender who was then placed into custody.  The FBI was called and filed federal bank robbery charges on the offender since this is a federally insured institution. -Vest Grant:  Officers recently received their vests.  The receipts will be submitted for reimbursement to the Office of Justice Programs, Department of Justice.

-Letter of Thanks:  We received a letter of thanks for participating in the Shop with a Cop.  Ofc. Andrew Vaughn and I are very appreciative of the experience to help out the children of Sauk Village and we look forward to doing this for years to come. (See letter below).

-Letter of Commendation: Ofc. Chad Frederickson with his K-9 Falco assisted the Steger PD on January 6th which resulted in the seizure of drugs and arrests. (See letter below).

-Funeral Services: I am attending the wake of Bloomingdale Police Officer Raymond Anthony Murrell who passed away on duty January 19, 2017.

Man charged with robbing Sauk Village bank

A man has been charged with robbing a bank Friday afternoon in south suburban Sauk Village.

Terrance D. Dobbins, 36, faces one federal count of bank robbery, according to a criminal complaint filed in U.S. District Court.

About 3:05 p.m. Friday, Dobbins walked into the U.S. Bank branch at 2600 E. Sauk Trail Rd. in Sauk Village and gave a teller a note that said, “Give me $10,000,” according to the complaint.

The teller asked Dobbins if he had an account with the bank and if he wanted to make a withdrawal, and Dobbins said no, according to the complaint.

The teller realized the bank was being robbed, took cash from the teller drawer and handed it to Dobbins, according to the complaint.

Dobbins asked something to the effect of, “That’s all you have?” and the teller said yes, according to the complaint. Dobbins walked out of the bank with $1,350.

Immediately after, another bank employee learned of the robbery from the teller, and saw the suspect walking through the bank parking lot wearing a gray hooded sweatshirt with a “Michael Jordan” logo on the front.

One of the tellers called 911, reported the robbery and gave police a description of the suspect, according to the complaint.

About five minutes later, a Sauk Village police officer spotted someone matching the description in a drainage ditch area near the bank, according to the complaint. Dobbins surrendered as soon as he was approached by the officer.

The stolen cash was found on Dobbins during a search, who admitted robbing the bank in a recorded statement, according to the complaint.

“Great investigative response and arrested by Sauk Village, Illinois, Police Department,” FBI spokesman Garrett Croon said.

Dobbins, of Hazel Crest, had his initial court appearance Monday morning in federal court.

Police Service Case Summary:  During the period of 11/08/2016 thru 12/13/2016 the Sauk Village Police Department had a total of 79 arrests.     

CalCom Report: For a period between 11/08/2016 and 12/13/2016 the police department received 1314 calls for service.

Cases of Note:

• On 11/10/2016 Officers were called to the 1900 block of East 221st. The victim said individuals damaged his rental vehicle which was parked in the driveway.  The victim thought it was his brother who damaged the vehicle since they had recently had an argument.  The victim provided a description of the offender vehicle which was located with the offender as well as several others in the vehicle.  All the subjects were taken into custody.  The Detectives were able to secure charges on the 3 offenders involved in this case for criminal damage to the vehicle. 

• On 11/16/2016 an Officer took a report from an individual who reported her credit card had been stolen.  When the Officer contacted the credit card company it was determined that the card was used in a neighboring town.  Investigating further Detectives found the victim was trying to defraud the credit card company and had knowledge of the person using the card.  Charges of fraud were secured against the victim.

• On 12/5/2016 the victim of a domestic violence act contacted the police to report her ex-boyfriend was stalking her.  Upon arrival of the police the ex-boyfriend offender fled the scene.  The offender was driving at a high rate of speed from the area losing control and getting into an accident.  The victim identified the offender who was injured in the accident and taken into custody. The victim was transported to the hospital for the injuries sustained in the accident.  Charges for stalking were approved as well as intimidation charges since the offender persistently called the victim while he was in the hospital trying to get the victim to drop the charges.

Vest Grant:  Officers were recently measured for their vests which should arrive in 4 to 6 weeks.  Once we receive the vests the receipts will be submitted for reimbursement to the Office of Justice Programs, Department of Justice.

Christmas Parade:  The Police Department was invited to participate in the Christmas Parade.  It was a great event and I want to thank Trustee Jones and the Parks and Recreation Committee for the invitation to participate.

Sauk Village Policeman's Association:  A special thank you goes out to the Association who gave the department $1000 for the Shop with a Cop program.  The department is grateful for this and all donations because the money will help plenty of deserving families have a Merry Christmas.    

Enbridge Grant: The Police Department also received a $2000 Community Investment Grant for Shop with a Cop.

-Police Service Case Summary:  During the period of 10/25/2016 thru 11/08/2016 the Sauk Village Police Department had a total of 27 arrests.     

-CalCom Report: For a period between 10/25/2016 and 11/08/2016 the police department received 599 calls for service.

-Cases of Note:

On 10/30/2016 the Complainant/Victim reported to the police that her child's father had not returned her son as ordered by the courts.  The father/offender was 2 days late in returning their son and was refusing to bring him back.  Attempts were made by the department to call the father but officers were unable to make contact.  The son was eventually dropped off at a mutual site and returned to the mother.  The detectives working with the Cook County Sheriff's Office were able to locate and arrest the offender.   The Detectives then working with States Attorney Officer were able to secure charges on the offender.

-Political Activity: Since we are in the heart of the political season both federal, state and soon to be local elections I would like to take this opportunity to clarify that the Sauk Village Police Department is a non-partisan, apolitical organization that does not endorse any political party or person running for a political office. Being employees of the Village we will abide by the current Sauk Village Employee Handbook which states under Article 5, Section 6, "An employee may not participate in political activities during work hours or when otherwise engaged in the performance of official duties. No employee shall engage in any political activity while wearing a uniform required by the Village.  Unless restricted by State or Federal law, an employee may participate in political activities on personal time. An employee of the Village elected to a position in the Village shall be terminated on the first Monday following the election".  

I want to be clear as a Police Department we will not engage in any political activities and will enforce the laws to their fullest extent for anyone engaging in illegal political action. If you have any information on this please call the Police Department and report it accordingly.

 -Halloween:  The Police Department was invited to participate in the Halloween Parade and Trunk and Treat.  It was a great event and I want to thank Trustee Jones and the Parks and Recreation Committee for the invitation to participate.

Police Service Case Summary: 

• During the period of 09/27/2016 thru 10/11/2016 the Sauk Village Police Department had a total of 28 arrests.
• CalCom Report: For a period between 09/27/2016 and 10/11/2016 the police department received 511 calls for service.

Cases of Note:
On 10/09/16 at approximately 1900 hours, Sauk Village Police Officers were dispatched to the area of 22200 Torrence Ave for a possible gunshot victim. Upon arriving the Officers found several passerby citizens attending to a person laying on the street with a gunshot wound. An ambulance was dispatched to the area and the victim was taken to St. Margaret's Hospital in Dyer, Indiana for treatment. 

Upon canvassing the area the Officers found the victim was driven to Sauk Village by another person who was the driver of the vehicle. The driver explained to the officers he and the passenger came to Sauk Village to meet with an individual on the 22500 Nichols St.  When the driver and passenger met with the individual on Nichols St. the offender got into an argument with the passenger.  The offender pulled out a weapon and shot the victim. After the passenger was shot, the driver left the area to get help for the passenger. The passenger later passed away from the gunshot wound he received.

Since this became a homicide investigation the South Suburban Major Crimes Task Force was called out to assist the Sauk Village Detective Division. The team worked on the case throughout the night and along with the South Suburban Emergency Response Team executed a search warrant at a house on Nichols St.  Later in the early morning hours the investigative Team arrested an individual who became a person of interest.

The Detective Division working closely with the Cook County States Attorney's office were able to file murder charges against the person they arrested earlier in the morning. 

Halloween:  The hours for Trick or Treat this year will be from 3pm to 6 pm.    

Environment: The mold remediation specialists removed all the drywall that they believed were a health hazard and contained mold.  The Public Works Department will be working on replacing the drywall that has been removed.

Community Engagement:  In concert with the President’s 21st Century Policing model and in an effort to improve the communication and relationships between the community of Sauk Village and its Police the Sauk Village Police Department will be hosting an open forum on Thursday October 27th, 2016 beginning at 4:00pm in the Police Department court room, 21701 Torrence Ave., Sauk Village, IL.  The forum titled, "Bridging the Gap" will provide a dialog that is designed to foster trust between the community and the Police.  In the spirit of cooperation, we will continue to have these types of meetings to build a foundation to strengthen community confidence.

The topic of this meeting will be: “How to interact when confronted with by the police”.  

Also at this meeting we, as a group, will discuss future meetings and topics.  This is sure to be an informative event with a focus on the youth of Sauk Village. 

Grant: The Enbridge Community Relations Coordinator contacted the Police Department and advised we were selected to receive a grant for "Shop with a Cop".  The exact amount was in the $2000 range according to the coordinator.

• Police Service Case Summary: 
• During the period of 08/23/2016 thru 09/13/2016 the Sauk Village Police Department had a total of 42 arrests.     

• CalCom Report:
• For a period between 08/23/2016 and 09/13/2016 the police department received 855 calls for service.

• Cases of Note:  

• On 8/25/2016 Officers were called to the 21700 block of Peterson Ave. for a gunshot victim.  According to the victim she had just arrived at the location and exited her vehicle to enter her boyfriend's house when she observed two males across the street from the house.  When she saw the males she heard gunshots and ducked for cover.  The males ran from the area and her boyfriend came out of the house only to find his girlfriend had been shot. The victim's boyfriend called the police and an ambulance.  The victim was taken to St. Margaret's hospital and eventually transferred to Stroger Hospital.  The detective assigned to this matter conducted interviews and recovered shell casing evidence which were sent to the lab.  No arrests have been made at this time and this case remains an open and ongoing investigation.

• On 8/25/2016 Officers were called to the 100 block of Carriage Lane for a report of a juvenile victim receiving lude pictures via text messages.  The Officers arrived to find the mother of the victim who explained a friend was sending her daughter sexually explicit photos.  The Officers confirmed the receipt of the photos and turned this matter over to the Detective Division who secured charges of Sexual Exploitation of a Child charges on the offender.

• On 9/7/2016 Officers met with a victim of domestic battery who was crying outside of here residence on the 22400 block of Nichols. The Officers were told by the victim that her ex-boyfriend/subject was sitting outside on the porch drinking alcohol. She advised the Officer that she felt her ex-boyfriend was intoxicated and told him that he was not allowed inside the house until he sobered up. The offender then threatened her that if he was not allowed back in the house then nobody was going to enter the residence. She attempted to walk past him and he bumped her shoulder with his shoulder and then he began fondling her. The victim felt threatened and threw water in his face to get away from him. The offender proceeded to place his hand on her throat and choked her to the point where she was unable to breath. Witnesses observed the whole incident but recanted the story related by the victim.  The victim wanted to sign complaints and the offender was taken into custody.  The Detectives were able to obtain domestic violence felony charges on the offender due to his extensive record.

• On 9/7/2016 Officers were called to 2600 Marigold and met with the victim who stated that his apartment had been burglarized two days in a row.  The Officers on the scene conducted a canvass of the area and found a witness who identified and individual carrying items similar to what was stolen.  Officers identified the individuals and took him into the station.  The person was found to have been the offender who broke into the victim's home.  The detective were able to locate the items and secured felony burglary charges on the offender.

• Truancy:  Bloom Trail High School has hired a new truancy Officer who has been working closely with our Police Department.  So far the new Truancy Officer seems to have had a positive effect in Sauk Village.  We will be reviewing the truancy ordinance and sending recommendations to see how we can enhance the ordinance.

• Environment: The asbestos has been removed from the station.  We are waiting on the environmentalist to assess the rest of the station for any lingering mold issues. 

• Parking: Sauk Village vehicle stickers were due on July 1st, 2016.  If you have not yet purchased your sticker I encourage you to do so immediately.  Also, the police have been receiving complaints about vehicles parked blocking the sidewalks making it difficult for families with strollers to walk on the sidewalk.  It is a village ordinance Chapter 74, Sec. 74-135 (a) (1) (b) that a vehicle cannot be parked on a sidewalk. Please be aware of where you park not to block the sidewalks.

• Police Service Case Summary:  During the period of 09/13/2016 thru 09/26/2016 the Sauk Village Police Department had a total of 24 arrests.     
• CalCom Report: For a period between 09/13/2016 and 09/26/2016 the police department received 488 calls for service.
• Cases of Note:
• On 9/16/2016 Officers were called to 21800 block of Jeffry and were met by the victim who stated her ex-boyfriend came to her house looking for money.  An argument ensued and the offender hit the victim and her sister.  After the incident the offender left the area.  The victim came to the police department and received a complaint summons packet to obtain a warrant for the offender.  The Detectives were able to locate the offender and arrested him on the charges.  This case is now pending in court
• On 9/17/2016 Officers were called to the 1800 block of 224th St. for a domestic dispute.  Upon arrival the victim told the officers that their brother got into an altercation with their grandmother and a sister.  The grandmother told the victim and the offender to leave the house.  Once outside the fight continued with the offender leaving the scene.  The offender expressed she wanted to file charges on her brother a complain summons package was completed to obtain a warrant for the offender.  The Detective were also able to locate and arrest the offender ion this matter.
• On 9/21/2016 Officers were called to the McDonalds parking lot on Sauk Trail for a suspicious vehicle parked in the lot.  When the Officers arrived they found a male subject passed out in the driver's side of the vehicle.  The Officers were able to arouse the individual who exited the car. As the driver opened the side door, the responding Officer observed a small clear plastic bag containing a brown powdery substance next to drivers left leg on the floor of the vehicle. When the driver exited the vehicle, another small clear plastic bag containing a brown powdery substance was located on the driver seat where the driver was sitting. The driver was then placed in custody without incident and placed in a squad car. Upon searching the vehicle, seven (7) additional small clear plastic bag containing a brown powdery substance were located in the driver door arm rest/pull handle. The Officers conducted a field drug test and found the substance to be heroin.  The driver was arrested and charged with possession of a controlled substance.
• Training: In an ongoing effort to improve the communication and relationship between law enforcement and the community, the FBI Chicago Division is partnering with Chicago State University (CSU) to host a law enforcement and community engagement symposium which I will be attending tomorrow, Wednesday (9/28). The symposium will provide a forum for open dialog to discuss the decay of law enforcement trust and legitimacy, stemming from legal, social, and policy issues associated with race relations and use of force incidents in minority communities.  The symposium will be structured within the framework of President Obama’s 21^st Century Policing model, utilizing findings and recommendations of the report to facilitate an organized approach to discuss options, suggestions, and ongoing law enforcement initiatives to build community trust, while reducing crime and mitigating excessive force incidents.
• Environment: Mike Eiermann, Sauk Village Public Works replaced the old asbestos tiles in the police station and did a magnificent job. The new tiles certainly brightened up the station. The next step in the process is to remove the mold.  The mold remediation specialists will be removing the mold on Wednesday 9/28/2016.
