• Contractor’s license renewals will go out on April 10, 2017 for the license period May 1, 2017 thru April 30, 2018.
• Animal Licenses go on sale April 1, 2017 the fees are as follows:
• Spayed or neutered fee is $10.00
• Not spayed or neutered fee is $25.00
• Senior Citizens 62 or older is $5.00 there is only one senior discount per household
• There is 125 tickets on April 6, 2017 court call

March Court Call for Code Enforcement we had 144 tickets on the court docket

• 12 were found guilty
• 10 were found not guilty
• 119 were found guilty and the fines have doubled due to failure to appear

A total of 63 liens have been paid to date equaling $73,866.16

We have been enforcing the ordinance that states no parking on a non-hard surface- we have had an extreme amount of people that are parking their cars on the grass and making horrible ruts in their lawns which makes the Village look bad. We first sent a warning with a copy of the ordinance so they know it’s not allowed. We have had many that have been receiving tickets for this.

Court call for February 2, 2017 for Code Enforcement

• 169 tickets on court docket
• 19 were found guilty
• 150 were found guilty for failure to appear and fines were doubled.

Update on Cn Grant

• 4 Homes are completed

Total amount of Liens that were placed are 198 = $267,918.25

• 144 are still pending payment = $205,675.22
•  54 Liens have been paid in full = $62,243.03

I would like to clear up some misunderstood information – All FOIA’s go to the individual that is required to answer the request ,the only time a FOIA gets sent to the Attorneys Office is when it involves the Attorney General  or questions that pertain to the Attorneys

Village Sticker Summary

• Village sticker totals for 2015 -2923 stickers were sold equaling $85,611.50
• Village Sticker total for 2016 as of Nov 16- 2484 were sold equaling $72,538.00

November collections file equaled $71,750.00

Night Court total for December 1, 2016

• 98 - Tickets were on the court call
• 4 - Found not guilty
• 1 - Found guilty
• 93 - Found guilty and fines doubled due to failure to appear

The Department has started performing parking patrol at Wagoner School due to the complaints by residents that live in that area.  People have been blocking driveways, parking on the grass and double parking down Cynthia, Olivia and Gailine making it nearly impossible for resident’s to get in and out of their driveways. From December 2nd - 12th the department has written 56 tickets for parking.

I filed an additional 17 Liens equaling $16,560.77 in December. This will complete everything that is owed to the Village in the amount of $500.00 or more.  The remainder of lien’s will be on a as needed bases depending on payments of water bills

The Village Hall will be closed on December 23, December 26 and Monday January 2 in observations of Christmas and New Year’s

The Department has sent out 67 Lien Letters totaling $53,827.15. Letters are for amount owed to the Village ranging from $500.00 to $1,000 dollars. If not paid the lien will be placed October 31, 2016.

There is a new Owner taking over the Sauk Village Café. The new owner came in today for the application for a new business license.

New cell phone business opening soon and will be located at 1715 Sauk Trail. They just recently completed the fire inspection and only needed to pay for the business license.

I would like to update the Board on Liens:

As of today we have filed three more liens equaling $13,998.56

I have sent out this week 24 Lien letters equaling $ 35,867.79. They have 14 days to respond, if they fail to do so liens will be placed.

Update on the Noise and Safety Mitigation Grant:

Two sets of letters went out along with the applications, as of today we have a total of 13 that applied and have been approved.

2 permits are ready to be picked up (window replacements)

11 applicants have to still turn in Plat’s of Surveys (Fencing) and the Contractor that they choose has to obtain a Contractor’s license with the Village, once that happens permits will be issued.

Village Hall is closed on September 5 in observation of Labor Day

The current count on the houses we have that do not have water accounts and have people swatting in them is down to 16. When we first started the program we had 99. We keep monitoring the vacant list and making the necessary updates.

If a vacant property has an owner or bank listed and the grass is not being cut they have and will continue to receive tickets. Unfortunately there are several homes that we have no information on and the Cook County Tax Assessor page is not current making it impossible to find out who has ownership on the property. A title search for each property would cost on a low end $125.00 plus Attorney fee’s The Village doesn’t have funds or man power to search for hours on a single home.

Code Enforcement court call for March 3, 2016

• 104 Tickets on the court docket
• 5 Found Guilty
• 99 Failure to appear and fines are doubled

28 Letters went out to the last known owner for house’s  that have terminated water service and have a balance owed on their account, giving them 14 days to pay the outstanding debt or liens will be placed on the properties totaling $56,950.65.


Houses that have squatter’s in them are down to 54 these houses will be turned over to the Police Department for further investigation and then will be turned over to Public Works to make sure they have no water on.

We have a meeting with Republic Garbage on Thursday at 10 with Ernie Lopez to recalculate the number of homes that the Village is charged for.  I have supplied them a copy of the vacant not eligible list and have been updating them as needed when homes become eligible.  The homes that are not being picked up that have garbage on the parkway have been receiving tickets.

The Sauk Village Café has received their Business License and is scheduled to open on March 14; they will be opened for Breakfast, Lunch and Dinner.

• Pink Beauty Supply has received their business license and have paid for their sign permit
• The restaurant will be coming in this week for their business licenses
• 60 Letters were sent out last week in regards to the homes that have squatters residing in them, giving them until March 1 to contact me so I can instruct them what's needed- we received 5 calls this week on Monday
• 39 letters went out in regards to active water accounts that owe us large amounts of money totaling $95,787.63

Sauk Village Director of Administrative Services Report - January 12, 2016

The Village Hall will be closed Monday 1-18-16 for Martin Luther King Day

Court Call for January 2016: Code had 58 Tickets on the court docket- 2 were found Liable- 1 not guilty and 56 were found guilty for failure to appear and fines are double

In regards to the Blue Print Program all the vacant houses have been stickered. There are 89 homes that have people living/squatting in them. We will be having a meeting shortly in regards to the next phase, the plan is to have a letter that the Police Department will deliver to the homes giving them a certain amount of time to contact me and complete what they need to do so they can legally live in the home. Failure to do so will result in tickets and all properties that fail to comply will be turned over to Public Works for verification of water, if water cannot be turned off they will do whatever they need to get the water off.

We roughly had about 13 water service accounts established from the vacant list that have complied, there were several homes that are in the process of receiving back bills from the last reading on record and will be receiving back bills that will be high depending on the usage plus garbage service, sewer charges and taxes.

We are in the process of sending the garbage company the vacant list to stop the Village for being charged for garbage service on those houses that should not be provided services. Estimate saving would be $97,083 per year.  I will be providing the turn on and turn offs to the garbage company on an as needed basis. Currently we have 483 vacant homes -garbage bills are $33.50 six times a year which equals =$201.00 dollars a year per house hold - times 483 = $97,083.00 savings.

Touching base with JW Fairman report referring to the Blue print program to date in the last 2 weeks since we started the sticker program on vacant homes we had 22 residents establish water service and 49 houses that are found to be occupied without occupancy and water service that should be vacant.

We have finished the vacant list it should be 98% merged. Within the next week or two we will start placing the vacant stickers on the vacant houses and encourage residents to call the Police if they see individuals going in and out.  The Code Department will be keeping a close eye on the homes that have the stickers, if we find any of them to be occupied they will be turned over to the Police Department for further investigation due to squatters.

Lastly, the Boost cell phone store has closed due to the Owner relocating for his job.

Sherry Jasinski, Sauk Village Director of Administrative Services

I am Sherry Jasinski, and have been a resident of Sauk Village for 46 years. I went to District 168 schools and graduated high school from Bloom Trail in 1982.

I worked for school district 168 for 5 years in a supervisory position before accepting my position with the Village of Sauk Village on April 15, 1998.


My current job duties are listed:

* Director of Administrative Services overseeing the day to day operations for the front office, accounts payable and code enforcement
* Zoning Administrator
* Deputy Village Clerk
* Deputy Liquor Commissioner
* Foia Officer
* Oversee Building Permits
* Submit ticket entry and handle night court paper work for Code Enforcement
* Issue Residential & Business Occupancy Permits
* Micromanage various licenses and permits including business, contractors and liquor licensing and other special uses that occur

I look forward to continuing my services to the residents, the Mayor, and Board of Trustees.
